This isn't a recent thing- USA Today talked about this issue way back in 2014, and Twitter users have occasionally complained about it since 2010. Keyboard shortcuts are system-wide, not specific to the website you're using, and that means they work with or without the extension. The Google Docs Offline extension for Chrome provides a workaround and is safe to install if you trust Google. Websites don't have access to your operating system's clipboard, for security reasons, which means Google Docs can't offer Paste button inside its user interface without a workaround. Open Settings→ General → Reset → Reset All Settings → enter your iPhone passcode if asked and confirm. Still, it’s always wise to back up your iPhone first before a reset of this nature.
